LIHEAP enrollment window: Subsidy: Applications must be made during the period November 3, 2025, through December 12, 2025. Crisis: Applications can be made from January 5, 2026, through March 27, 2026. Community Action Kentucky administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services who receive the funding as a pass-through block grant from the U.S. Department of Health and Human Services.
